“Defining Terrorism” – Clive O’Connell features in The Journal of Terrorism and Cyber Insurance

The definition of terrorism is a complex one. One man’s terrorist is another’s freedom fighter and any outrage which is condemned as terrorism by one camp is dismissed as the work of a lonely man with mental health issues by another. While politicians may present alternative views, insurers and reinsurers need certainty when covering losses arising out of terrorism or excluding them from covers.

Clive O’Connell examines this fraught question of definition and suggests a practical solution in his paper which was first published in The Journal of Terrorism and Cyber Insurance, Volume 1 Number 2.
