Ender Özeke

Ender is a Turkish lawyer with more than 30 years of experience in all aspects of project development and financing of infrastructure assets in transport (roads, railroads, ports, airports), telecommunications, water and energy sectors.
He was a name partner in Hergüner Bilgen Özeke (Hergüner Bilgen Üçer since Jan 2023), a major Turkish law firm, until 2016.
Whilst at this firm, he worked on some of the landmark infrastructure deals in Turkey including the USD5bn Gebze İzmir Motorway BOT Project (including İzmit Bay Crossing), the USD1.2 bn Eurasia Tunnel Project under the Bosphorus in Istanbul, four Combined Cycle Gas Fired Power Plants under the BO model (total capacity of approximately 4,800MW and total investment cost of about USD4.5bn) and two container ports as well as privatisations of major state owned enterprises such as Türk Telekom, Tüpraş (oil refineries), Tekel (alcohol and tobacco monopolies). He has also been involved in, and particularly enjoyed working on, various high stakes disputes, including sensitive shareholder or partnership and/or family relationship issues.
From 2017, Ender was working for ERG International Group, a major project development and contracting group of companies in the infrastructure sector. Other than taking on various corporate and project development responsibilities, he served on the boards of various group companies as a director until the end of 2023.
Ender is a graduate of Istanbul University Law School (1991) with an LLM from Vrije Universiteit Brussels (1995) and a PhD. on Administrative Law from İstanbul University Law School (2004). He is involved in a number of not-for-profit organisations as well as a number of start-up or venture companies, predominantly in the biotech area.
