Sam Dunkley


Sam brings extensive industry experience both in the UK and internationally. Areas of expertise include gas sales/storage/transportation, LNG, PSCs/Licences, farmins and JOAs, development agreements, unitisation, M&A, reserves booking matters and rig contracts.

In addition to upstream commercial and project agreements and disputes Sam has been heavily involved in regulatory and safety matters. These include the Ocean Odyssey FAI, post-Macondo Subsea Well Response Project, EU Safety Directive and industry interactions with the new regulators in the UK.

Countries worked include:

  • Algeria (Rhourde el Baguel)
  • Nigeria – farmins/licensing round
  • Gabon – PSC cost recovery issues
  • Egypt – LNG Export Project Agreement, laying foundations of Egypt LNG
  • Kazakhstan – Karachaganak and Kashagan PSC issues (including BG’s successful Kashagan exit in 2003-5 following multiple pre-emptions)
  • Tunisia
  • Israel
  • Libya
  • Oman farmin
  • Qatar
  • Iran
  • India – acquisition and integration of Enron’s upstream subsidiary, following the Enron bankruptcy
  • Thailand
  • Australia – upstream issues for Queensland LNG project

  • Trinidad – upstream assets supplying Atlantic LNG.



After City training Sam started his upstream career in the Middle East before working in the legal departments of Amoco UK Limited (downstream, 3 years), UK Exploration, and Europe & West Africa. He moved to ARCO British (legal manager) in 1987 and BG plc as Upstream Deputy General Counsel in 1996 (shortly before the Centrica demerger) leaving at the end of 2012 to consult for Centrica Storage and Oil Spill Response Ltd.

He joined Oil & Gas UK, the North Sea trade association, in 2014. This was initially full-time, but he now acts as part-time Legal Manager with a colleague in Aberdeen covering 4 days/week. He chaired their 4th annual legal conference in Scotland in 2017, having chaired similar AIPN events (Model Contracts Workshops) earlier.
